인공지능 기술이 또 하나의 전환점을 맞이했습니다. 우리의 질문에 답하는 데 그쳤던 시스템들이 이제는 점차 자율성을 가지고 계획, 판단 및 과업을 수행하는 등 우리를 대신해 행동하기 시작했습니다. 우리의 디지털 일상의 문 앞에 도달한 에이전틱 AI는 전에 없던 기회와 혜택을 제공하면서 동시에 기존의 규범, 제도 및 사회 구조를 뒤흔들 수 있는 새로운 과제와 도전을 던져주고 있습니다. 이러한 전환의 순간에 우리에게는 숨가쁘게 진격하고 있는 기술에 뒤쳐지지 않는 미래지향적인 거버넌스가 필요합니다.
서울대학교 인공지능정책 이니셔티브(SNU AI Policy Initiative: SAPI)는 2017년부터 학계, 산업계, 시민사회, 그리고 정부를 아우르는 각계 전문가들을 한자리에 모아 AI 정책과 규범의 방향을 함께 모색해 왔습니다. 서울 AI 정책 컨퍼런스(Seoul AI Policy Conference: SAIPCON)는 그러한 노력의 결실이며, 2026년은 SAPI가 서울대학교 인공지능신뢰성 연구센터(Center for Trustworthy AI: CTAI)와 공동으로 컨퍼런스를 개최하는 세 번째 해입니다. 올해는 또한 새롭게 미국 유펜 대학교의 기술·혁신·경쟁 센터(Center for Technology, Innovation and Competition)와 함께 합니다.
<AI 거버넌스의 프런티어 이슈: AI 에이전트 시대의 개막>이라는 제목 하에 2026년 6월 16과 17일 양일에 걸쳐 더 플라자 호텔 서울에서 개최되는 SAIPCON 2026은 총 15개의 세션을 통해 교육, 금융, 노동, 국가전략, 거버넌스 모델, 아동, 경쟁, 산업정책, 저널리즘, 헬스케어, 에너지, 데이터 보안, 인권, 국가 안보 등의 각 영역에서 부상하고 있는 거버넌스 현안과 최신 논의를 심도있게 다룰 것입니다. 이를 위해 AI 거버넌스 논의의 최전선에 있는 연구자와 전문가들의 기조 강연, 대담, 그리고 패널 세션이 마련되어 있습니다.
AI라는 혁명적인 기술과 그 기술을 다루는 정책의 교차점에서 함께 고민하는 SAIPCON 2026에 여러분의 많은 관심과 참여를 부탁드립니다.
Artificial intelligence is crossing a threshold. The systems that once simply answered our questions are now beginning to act on our behalf, i.e., planning, deciding, and carrying out tasks with growing autonomy. As AI agents begin to penetrate our digital lives, they bring extraordinary promise alongside new questions that challenge our existing rules, institutions, and social structures. Meeting this moment calls for governance that is as forward-looking as the technology itself.
Since 2017, SAPI (Seoul National University AI Policy Initiative) has convened leading experts from academia, industry, civil society, and government to shape the direction of AI policy and norms. The Seoul AI Policy Conference (SAIPCON) is the centerpiece of that effort. This year marks the third edition hosted by SAPI together with the university’s Center for Trustworthy AI, and now joined by the University of Pennsylvania’s Center for Technology, Innovation and Competition.
Convening at THE PLAZA Seoul on June 16–17, 2026, SAIPCON this year takes as its theme “Frontier Issues in AI Governance: AI Agents at the Gate.” Across two days and more than a dozen sessions, the conference will examine the cutting-edge questions that AI, now in agentic form, raises in the domains where it is already reshaping daily life from education, finance, and national strategy to the protection of minors, competition, journalism, labor, healthcare, energy, data security, human rights, and national security. The aim is not merely to react to change, but to think rigorously and practically about the frameworks that should guide AI as it grows more capable and more autonomous.
This year’s program features researchers and experts at the very forefront of AI governance alongside panels that bring together leading voices on each topic from around the globe.
